INTERACT Program

INTERACT is part of the Community Initiative INTERREG. The programme seeks to build on the experience and lessons of INTERREG I and INTERREG II, to increase the effectiveness of INTERREG III during the current programming period.

The continuous generation of new know-how is one of the characteristics of INTERREG. The different focus of each of INTERREG’s three strands combined with the heterogeneous socio-economic development paths of diverse regions in both existing and new Member States make INTERREG a fascinating pool of experiences. INTERACT, with its cross-strand perspective, seeks to exploit this resource for the benefit of all INTERREG players in the EU-25 and Neighbouring Countries.

INTERACT has a wide geographic scope covering the 25 EU Member States, and neighbouring countries. The core of the INTERACT Programme is to set up information and communication networks, to define information frameworks and flows, to proactively disseminate information and to stimulate exchange of experiences.

The dynamic nature of the activities of INTERACT is reflected in the name of the programme – INTERACT stands for INTERREG Animation Cooperation and Transfer. It is also reflected in the way in which the programme is set up. The backbone of the INTERACT Implementation structure is the INTERACT Secretariat based in Vienna. On behalf of the Managing Authority of the Programme (The Austrian Federal Chancellery) the Secretariat is responsible for the provision of technical assistance to the programme and for ongoing development and implementation. The INTERACT Secretariat is in its turn supported by a decentralised network of INTERACT Points located throughout Europe. There are five INTERACT Points dealing with issues such as the generation and animation of information (located in Östersund, Sweden), the provision of qualification and transfer opportunities (located in Viborg, Denmark), the development of tools for use in INTERREG Programmes (located in Valencia, Spain), the coordination of the activities of the four INTERREG IIIC programmes (located in Rostock, Germany) and the management of transition and external cooperation (located in Vienna, Austria). INTERACT is financed by the European Regional Development Fund (ERDF).

The goals of the ERDF could be explained as follows: Reducing economic and social inequalities. This is a matter of improving the living conditions of millions of people providing concrete responses to training, employment, environmental, cultural, health and transport issues. The aim is twofold, depending on the problems faced:

a) in regions lagging behind in development, the basic conditions are being created to give everyone the chance to develop and build their future;

b) in regions undergoing social and economic conversion, we are not starting from scratch. In this case support is given to the switch from traditional economic activities to new activities.
